Persona announces integration with Australia’s Document Verification Service via Data Zoo

AU KYC requirements include verifying customer personal information against reliable and independent data sources. Historically, Australia’s Anti-Money Laundering and Counter-Terrorism Financing (AML/CTF) regulations primarily targeted traditional financial institutions and gaming entities. That landscape shifted on 31st March 2026, when a new risk-based customer due diligence framework was introduced, and again on July 1st, 2026, when AML/CTF obligations extended to Tranche 2 sectors for the first time.

The Tranche 2 regulatory timeline

Industries that KYC requirements have historically applied to have widened with the inclusion of “Tranche 2” industries, with examples including law firms, real estate professionals, accountants, and even dealers in precious metals and stones. Under the Tranche 2 reforms, these newly regulated sectors must now have their Customer Due Diligence (CDD) process fully operational, as part of their AML/CTF program.

Identity verification under the current framework is risk-based rather than prescriptive. A business needs to be reasonably satisfied a customer is who they claim to be, and the depth of verification is expected to reflect the risk it has assessed. What this looks like will differ from business to business, but it typically involves:

  • Collecting and verifying KYC information using reliable and independent sources, such as official government records and credit bureau data.
  • Adjusting how much verification is applied according to assessed risk and keeping a record of the reasoning behind that decision.

Examples of reliable and independent data sources include credit bureaus and official government records such as passports, driver licenses, and Medicare cards.
